Clerk Craft Employees

                     Brothers and Sisters,

By now you have heard and or been notified of the USPS Plans to Excess employees from the Craft and or Installation. This is a nationwide impact that is affecting the entire Southern region.

It began with the bid reversions, and will continue with bid abolishment’s and the changing in reporting times. Citing “Reduced Volumes” after the last authorized complement review.

 

Town hall talks will be provided to employees in the coming weeks to inform employees of the changes.

 

Local USPS Management at this point intends to excess thirty-nine (39) Full Time Level 6 Regulars and one (1) Non-Traditional Full Time Regular Level 6, Clerks in Fort Worth and other Associate Offices in the Fort Worth District beginning October 31, 2017.

 

So far, the impact offices identified are:

Fort Worth Installation that includes the P&DC

and Customer Service;

Breckenridge;

Euless;

and Midlothian.

 

Management is being arbitrary and capricious in the manner they are reverting/abolishing bid duty assignments in an effort to circumvent our collective bargaining agreement. Using two software application tools called, Workforce  Dashboard and Bid Management.

 

Even though Management will not admit to using these software programs in order to excess employees. Everyone knows that there are not enough Clerks in these offices.

 

In the Fort Worth plant employees, are forced to work DBCS machines alone. All the Bargaining Work being performed by Supervisors, Crossing Craft assignments, harassing employees and denying leave request.

 

In the Associate Offices identified there are the same contract violations such as Crossing Crafts and Bargaining Unit Work, and Out of Schedule pay issues.

 

The question is, are these Installations over staffed?

 

Understaffing creates low morale for employees and takes a toll on an employee’s mental and physical health that increases the need for time off work. When it limits’ the ability to provide service to customers and grow the business. Reduced staffing will make existing employees responsible for increased workloads, more overtime and increasing stress.

 

USPS Management officials are not concerned about their employees; their goal is to reduce the work hours at the expense of the Bargaining Unit Employees.

 

Many of our members will be impacted by the results of excessing including the PSE’s who will have work hours reduced.

 

Please keep in mind this is the advance notification process, as the letter states in part “of your possible reassignment from your current status as a full-time regular in the Clerk Craft.”

 

The Union will be meeting with local USPS Management officials at the area level, and keep you informed.

 

In an effort to reduce the impact to our members prior to the excessing date (s) we will use all available resources at our disposal in addition to filing grievances.

 

Please Brothers/Sisters we will need to stand and fight together on the decisions, made by Management. If they decide, as I articulate to many Supervisors, if they get on the toll road to decision making, Management will have to pay the toll fee. Nobody rides on the toll road for free.

 

In closing, redirect any displeasure and criticism towards the people who are truly trying to destroy us.
